Initial commit: BoltCard custodial server

The first commit of supersats-rewards — a custodial Lightning wallet server purpose-built for issuing and managing NFC Bolt Cards to programme participants. Ships with Docker and Nginx deployment config, a QR-based card setup flow, admin password management synced from environment on startup, and ZAR value display alongside all sats amounts.
